Render a whole note when appropriate

Currently, when notating a single note on beat #1 of a measure, it is shown as a single quarter note with quarter note rests for the remaining beats (2, 3, 4).

Instead, it would be more musically appropriate to render this note as a whole note.

Additionally, this needs to be rendered appropriately in measures with an odd-time signature based on the appropriate value of a whole note as it relates to the odd time.
